Spelthorne Borough Council has successfully prosecuted Shanghai Village Limited and its directors Mr Beng Chong Yeoh and Mr Guang Hao Fang for numerous food hygiene offences at the Shanghai restaurant, 141-147 High Street, Staines-upon-Thames.

On 14 April 2015, Mr Yeoh and Mr Fang appeared before Redhill Magistrates Court and pleaded guilty to 18 charges brought under the Food Safety and Hygiene Regulations 2013. They were convicted and ordered to pay total fine of £25,800 plus a victim surcharge of £180 and £1,527 in costs to the Council.

The court heard evidence of poor hygiene practices at the premises including inadequate cleaning in the kitchen, inadequate hand washing facilities and a failure to protect food from the risk of contamination.

Spelthorne Council’s Environmental Health Officer had discovered uncovered containers of food being stored on the floor, filthy utensils, damaged chopping boards and dirty and rusty meat cleavers. A chef was seen handling both cooked and raw foods without changing gloves and pools of blood had accumulated in the raw meat storage area of the walk-in chiller. Containers of raw chicken were stored on top of uncovered pre-cooked noodles and ready-to-use herbs, risking potential food poisoning.

Mr Yeoh and Mr Fang, who were prosecuted for similar contraventions in 2012, have failed to maintain the premises in good repair and condition whilst documentary and procedural requirements were not in order.

Spelthorne’s Chief Executive, Roberto Tambini stated: “I am very pleased to see that these offenders have been convicted and heavily fined. This demonstrates that any food business in Spelthorne which disregards the regulations and risks public safety will be dealt with robustly.”

Residents are reminded that before choosing where to eat in Spelthorne, they can check the food hygiene ratings by visiting http://ratings.food.gov.uk/authority-search/spelthorne or looking out for the green and black rating stickers. If you can’t see a sticker, just ask the staff.
